Speculation on a small plot detail

For those of you who have been following Jim Butcher's Harry Dresden Files... in the latest book, Turncoat, Harry begins the book ( spoiler )

Now that's gone. I'm wondering if it was an intended side-effect, or just really bad luck for Harry? It really depends on who the Black Council winds up being, though they've used White Court vampires as cat's-paws before, so making Harry especially vulnerable to the breed is worrisome...
