So, I went over to Takoma Park on Monday and looked at the place I really wanted.
As it turns out 'first floor' means *basement*, and while I'd prefer more light, the rest of the place is pretty good.
It's a quarter-mile from the Metro station, and two blocks from the farmer's market. There are bus routes all over the place (because it's so close to the Metro), and my morning commute will not be much longer than it is now, if at all.
There's a dishwasher in the kitchen, and the laundry room is five feet away from my door. There are three closets, one of which is a walk-in. It's a no-pets building, but my plants will do fine, even if I have to buy them a sunlamp.
I'll be signing my lease on Monday, so if anyone wants to meet up for dinner to celebrate, I'll be happy to see you.

But a word of warning--
If you share a wall with the laundry room, it might be noisy.
Also, if there's a flood in the laundry room, it may seep into your apartment.
And if you have a schizophrenic neighbor, he may decide to go into the laundry room at 2am and scream at the voices.
These things happened at my shitty half-below-ground apartment in KS.
