SGU is quite different in tone, and visual style -- it looks fantastic on a HD display, full of chiaroscuro and lighting effects. It was filmed almost entirely with handheld cameras, so it has a lot of movement.
I really don't know what they're doing with Col. Young. The only thing I can come up with is that he was a good officer once, but an incident in his backstory must have broken him, and somehow the SGC didn't catch that.
Pairing him with Rush worked as long as they were on Icarus Base, but if putting them together was an attempt was to replicate Jack and Daniel's working relationship (or even Rodney and John's), it went splat the moment they went through the stargate to Destiny. Rush fell in love with the ship and its mission in an instant, and stopped caring what other people thought of him, and Young isn't good enough as a leader to get Rush to cooperate without physically assaulting him at least once a season.
