Well, if a Senator was trying to grab power, I think he'd have a fight with the Governor and Lt. Governor and whatever of the Legislature was left.
Certainly, a year and a half isn't enough time for a civil war to happen in Texas and be over with fast enough for it to be up and running as an independent republic.
So I think something weirder happened in Jericho's reality.
