I do tend to make Wally feel guilty where Piper is concerned. I think I'm still mad that Wally didn't manage to visit Piper in prison *once* after he was incarcerated at Iron Heights -- and it's not like Wally couldn't have managed it, he just let himself be persuaded not to force the issue.
It's just so very him, to have so much power and use it in a totally unproductive, but amusing, way!
He totally would use amazing 'god-like' power to amuse himself. It would be bad for all the capes.
