Yes, and a bellows (though if you have the smithcraft to make the pipes, you've already got that.) But the pipe organ keyboard isn't as complex as a grand piano action-- it's larger, but it doesn't need to be able to register anything but 'off' and 'on'; the stops and the bellows action control everything else.
